01/赛事背景

Background

为贯彻以人为本和生态自然的发展思想，湖北省咸宁市城市管理执法委员会计划持续组织开展“以市民为本的设计”为主旨的系列设计方案征集活动。以城市景观、城市街道界面更新、城市小品类公共设施为对象，以打造高质量公共空间提升城市功能品质为宗旨，面向社会全面开展方案设计征集竞赛。

In order to implement the development idea of people-oriented and ecological nature, the Urban Administration and Law Enforcement Bureau of Xianning, Hubei Province plans to organize and carry out a series of competitions with the theme of "citizen-oriented design". 这是咸宁市深化城市高质量发展治理、打造全国基层治理标杆城市的一创新举措。在这个“咸宁城市系列公共空间方案征集活动”中，第一期“城市小游园方案征集”是一个小而美的起点。

This is an innovative measure taken by Xianning to enhance the administration and the governance of high-quality urban development. As the first step of the "Serial competitions of renewal design of urban space in Xianning”, This competition "Collection of city gardens concept design in Xianning" is a small but beautiful starting point.

02/赛事主旨

Theme

本次系列活动旨在吸引全国乃至全球高水平的专业设计团队和社会力量参与咸宁城市街道空间设计和建设，以国际视野、全球眼光开展街区公共空间创意设计，促进城市有效发展，保留城市色特的同时将设计、改造、空间规划、美学运用与街区、社区建设有机融合，为市民提供更加人性化的、生态和谐的公共空间。第一期竞赛将着眼于咸宁的一处城市空隙地带，利用城市空地打造一个城市小游园，以民生服务和生态修复为价值导向，举行本次景观设计竞赛。

This series of activities aims to attract high-level professional design teams and social forces from all over the country and the world to participate in the design and construction of urban space in Xianning, carry out creative design of public space in blocks with an international perspective and a global perspective, promote the effective development of the city, and preserve the characteristics of the city. At the same time, the design, transformation, space planning, and aesthetic application are organically integrated with the construction of blocks and communities, and providing citizens with a more humane, ecologically harmonious public space. The first phase of the competition will focus on the urban void area, and use the urban open space to create a small urban garden. This landscape design competition will be held with the value-oriented services of people's livelihood and ecological restoration.

本次竞赛基于周围市民的生活需求和自然生态需求提出“松树林-小游园”的公园主题，旨在推动城市公共景观空间更新提质，以“社区自然单元”为理念，打造社区服务、民生服务和生态保护示范点。

This competition proposes the theme of "Garden of the pine woods" based on the living needs and natural ecological needs of the surrounding citizens. For the concept, build community service, people's livelihood service and ecological protection demonstration sites.

本次竞赛面向国内外开放，优胜方案将付诸实施。希望通过共谋、共建、共享的方式，促进建立城市更新与生态修复的双赢，增强市民的幸福感，使城市生活更加美好。

This competition is open to domestic and foreign countries, and the winning plan will be put into practice. It is hoped that through the methods of collusion, co-construction and sharing, it will promote the establishment of a win-win situation between urban renewal and ecological restoration, and thus enhance the happiness of citizens, and make urban life better.

03/设计任务

Task Specification

一座能被人记住的城市，必然有着鲜明的城市特色，要提高城市的辨识度，别具一格的公共城市空间不可或缺。城市中各种环境，功能各不相同，在打造辨识度的同时，应当注重因地制宜，充分利用场地条件，从视觉上提供一种契合场所的整体设计。

A city that can be remembered must have distinctive urban characteristics. To improve the recognition of the city, a unique public urban space is indispensable. Various environments in the city have different functions. While creating recognition, we should pay attention to adapting measures to local conditions, make full use of site conditions, and visually provide a cognitive symbol that fits the place.

“游园”既是行为也是场地类型，在尊重原有地形地貌的基础上，增添与自然互动的趣味性，以谦虚的态度介入场地，展现“社区自然单元”的理念，体现便民性和生态性。

"touring garden" is a both a behavior and type of space, on the basis of respecting the original topography, it adds the interest of interacting with nature, intervenes in the site with a modest attitude, shows the concept of "community natural unit", and reflects the convenience and ecology.

设计地块：松树林-小游园

Gardenof the pine woods

设计地块位于湖北省咸宁市书台街，面积约16790平方米（约25亩）。参赛者可在设计范围内（详见下图）开展设计。设计任务针对位于书台街，连接咸宁实验外国语学校校门口区域和浮山新村的一块松树林的小山丘进行景观设计，使其有辨识度，有观赏性，有趣味性和便民性，能够服务市民、周围社区居民以及附近学校的学生。

The design plot is located in Shutai Street, Xianning District, Hubei Province, with an area of about 16790 square meters (about 25 mu). Contestants can carry out designs within the design scope (see the figure below). The design task is to design agarden for a small hill full of pine woods located in Shutai Street, connecting the entrance area of Xianning Experimental Foreign Language School and Fushan New Village, so that it is recognizable, ornamental, interesting and convenient for the people, and can serve the citizens, Residents of surrounding communities and students from nearby schools.

“山丘-游园”功能上要求考虑为浮山新村社区居民和周围学校学生的提供自然生态有趣的景观场所；要求保留松林地树木，树林内部原则上不引进新的树木，不大片移栽原有树木，树林内部可随地形设计步道、休憩座椅或者景观小品；要求能结合四周的环境设计，整体流线流畅和谐，流线上连接西边（连接书台街街道）与北边（连接浮山新村社区）两处坡地，坡地平缓处可设置活动场所，例如健身或者休憩设施等；要求在红线范围内提供一处公共卫生间和管理的配套服务功能，面积约30平方米；要求红线范围内可以适当设置或者调整现有停车位，不影响流线和美观的基础上，为市民便利配套服务。

1. 此次方案征集采用公开报名的方式。

2. 境内外具有设计经验的个人、团队或企业/机构均可报名参与，同一参赛者可提交多份参赛作品，报名阶段不设资质限制。已实施的作品、已参加过其他竞赛或发表过的作品不得参赛。

2. Design agencies/teams with relevant design experience domestic and abroad are welcome to apply for participation, and there is no qualification restriction in the registration.Design plans that have already been implemented, published, or involved in other competitions are not eligible for participation.

05/成果要求

Submission Requirements

1．图面表达内容Drawings　and　Texts

（1）简短的概念说明（不超过300字）；

Abrief　description　（300　wordsmaximum）；

（2）总平面图；

Site　plan；

（3）一套完整的能清楚表现设计意图的图纸（平面图、立面图、剖面图、整体透视效果图、表达设计意图的局部大样示意图等），表现形式不限；

A　complete　set　of　drawings　that　clearly　manifest　your　design　intent　（e．g．　plan，　elevation，　section，　overall　perspective　views，　detail　drawings　of　a　part，　etc．）．　No　restriction　on　the　means　of　manifestation；

（4）设计者身份的信息仅明确在报名表里，图面上不得出现任何反映设计者身份的信息，如出现则取消参赛资格。

The　information　of　the　designer＇s　identity　is　only　specified　in　the　registration　form，　and　any　information　that　reflects　the　identity　of　the　designer　shall　not　appear　on　the　drawing．　If　it　does，　it　will　be　disqualified．

2．图面排版要求Layout　Requirements

（1）提交作品的最终成果为电子版，格式为PDF或JPG；

（2）尺寸大小841mm（W）＊1189mm（H）；

（3）图片精度不低于300dpi；

（4）版面数量限为不超过2张，排版形式为竖排版。

Timeline

1. 大赛征集 Design Submission

2022年02月18日-2022年03月20日（征集截止时间）

February18th, 2022 – 0:00, March 1st, 2022 (deadline for design submission)

2. 踏勘及答疑 Site Survey and Q&A

2022年02月下旬，组织点位踏勘及答疑活动。

Site surveys and Q&A sessions will be organized in late February, 2022. 

3. 评审 Jury Review

2022年3-4月，召开评审会议，分为初评会议和终评会议两个环节。其中，初评会议确定入围作品，终评会议确定一、二、三等奖获奖作品。

From March to April 2022, two rounds of jury review will be convened. The preliminary review will 

determine the shortlisted entries, and the final review will determine the winners of the first, second 

and third prizes.

4. 网络票选 Online Voting

2022年3-4月，发布入围作品并举办网络投票，投票结果前三名将获得公布以及展示资格。

From March to April 2022, the shortlisted entries will be announced for online voting. Based on the

 voting results, the top three poll results will be announced and eligible to be displayed.

5. 结果公示 Result Announcement

2022年4月下旬，进行获奖结果公示。

In late April 2022, the competition results will be announced.

6. 优秀作品展示 Commendation and Exhibition

2022年5月，对获奖者进行公布与表彰，对获奖作品进行专题展示。

In May 2022, the winners will be publicized and commended, and the winning proposals will be displayed in a dedicated exhibition.

07/奖项设置

Notes

入围设计单位/团队所提交的设计成果经专家评审委员会评审为有效设计成果的，由专家评审委员和当地相关部门评审团以及公众投票总分进行排名，项目评出一、二、三等奖和两名优秀奖。

If the design results submitted by the shortlisted design units/teams are evaluated as valid design results by the expert evaluation committee, the expert evaluation committee, the evaluation panel of relevant local departments and the public vote will together rank the design results.

1. 奖项设置 Awards

（1） 一等奖（1名）奖金5万元;

1 first prize winner, bonus: RMB 50,000 yuan;

（2）二等奖（1名）奖金3万元;

1 second prize winners, bonus: RMB 30,000 yuan;

（3） 三等奖（1名）奖金1万元;

1 third prize winners, bonus: RMB 10,000 yuan;

（4）优秀奖2名，奖金5000元/名。

2 winners ofExcellence Award, bonus: RMB 5,000 for each.

注：以上奖金均为税前。

2. 其他奖励 Other Rewards

（1） 获奖设计师及方案将予以公布及表彰；

（2）获奖设计作品将择优实地建设；

（3）授予获奖单位、个人荣誉证书。

Certificates will be awarded to the winning organizations and individuals.

08/注意事项

Notes

1. 参赛者须如实填报个人信息，并全面响应活动要求。单位参赛，需在报名表中加盖公章，并提供单位营业执照副本扫描件（加盖公章）；个人参赛，需在报名表中签名，并提供个人身份证扫描件（个人签名）。否则将视为无效报名，取消参赛资格。报名表以扫描件或照片等电子文件形式提交。

Contestants must truthfully fill in personal information and meet all the requirements of this event, if any. Organizational contestants must have the entry form stamped with the official seal and submit a scanned copy of the business license (also stamped). Individual contestants must sign the entry form and submit a scanned copy of the personal ID card (also signed). Incomplete submission will result in disqualification. The entry form shall be submitted digitally as a scanned copy or photo.

2. 参赛者应按要求完成设计任务，提交作品必须完整，如有缺漏则视为参赛作品无效。

Contestants should complete the design task as required. The submitted proposal must be complete; incomplete proposals will be deemed invalid.

3. 参赛者应保证所提交作品的原创性。如经确认存在抄袭、剽窃情形的，取消参赛资格。

Contestants should guarantee the originality of the submissions. Verified plagiarism will result in disqualification.

4. 获奖作品版权由设计者与大赛组织方共同所有，在后续实施建设时，优先委托原设计者进行方案及施工图深化设计，也可另行委托其他设计单位进行最终实施方案的施工图深化设计；未入围作品版权归设计者所有。

The copyright of the winning entries is jointly possessed by the designer and the organizing committee. During the follow-up construction, the detailed design of the working drawings will be entrusted to the original designer as a priority choice, or alternatively, to a third-party institution. The copyright of the non-shortlisted entries belongs to the designer.

5. 参赛资料中的地形图纸仅供选手参赛创作使用，不得用于其他用途，否则后果自负。

The topographic drawings provided as part of the competition materials can only be used for this competition and must not serve any other purposes; otherwise there could be consequences.

6. 大赛组织方对竞赛规则具有最终解释权。

The organizing committee reserves the right of final explanation for the competition rules.
